6.1.8 Soccer Goal Safety and Education Policy

This Soccer Goal Safety and Education Policy (“Policy”) is adopted pursuant to the Illinois Movable Soccer Goal Safety Act (430 ILCS 145/1, et seq.)

“Movable Soccer Goal” means a freestanding structure consisting of at least 2 upright posts, a crossbar, and support bars that is designed, intended and permitted: (1) to be used for the purposes of a soccer goal; (2) to be used without any form of support or restraint other than pegs, stakes, augers, counter-weights, or other types of temporary anchoring devices; and (3) to be able to be moved to different locations.

Only authorized University personnel shall be permitted to move, remove, install, secure or re-secure any Movable Soccer Goal the University owns, installs, or places on its property. Authorized University personnel will follow the Guidelines for Movable Soccer Goal Safety produced by the U.S. Consumer Product Safety Commission when moving, removing, installing, securing or re-securing any Movable Soccer Goal.

Warning labels will be posted on all Movable Soccer Goals and the University will routinely inspect all Movable Soccer Goals installed or placed onto its property to verify that they are properly secured.

Any non-University group or individuals granted permission to use University property for soccer-related activities, whether by license or other agreement, will be provided with a copy of this Policy and the Guidelines for Movable Soccer Goal Safety, and will be required to sign a document indicating they have received the Policy and Guidelines and agree to abide by them while using the property.

The University will not purchase any Movable Soccer Goal unless it is tip resistant and conforms to the American Society for Testing and Materials (ASTM) standard F2673-08 for tip-resistant Movable Soccer Goals or is otherwise equipped with another design-feature approved by the U.S. Consumer Product Safety Commission. Notwithstanding the foregoing provisions, the University may continue to use its existing goals in a manner consistent with this Policy.
